Sure, some of us may be more genetically blessed than others when it comes to eyebrows, but we have yet to meet someone who doesn’t need at least a little bit of product to perfect their arches.

There’s certainly no shortage of brow makeup out there, but in this saturated category, brow gels fill a unique space and offer distinct benefits that its counterparts don’t. They can both hold brow hairs in place and be used to manipulate the shape of your natural brow, explains Katie Mellinger, a fashion and celebrity makeup artist who works with Emma Watson. By using it to brush the hair up, it can also create the appearance of fullness and volume, she adds.

We swiped on 23 different brow gel formulas, evaluating how well they held brow hairs in a desired shape, and weighing in on everything from ease of application to the overall look delivered. It’s also worth mentioning that brow gels come in both clear and tinted varieties; for the purposes of our testing, we stuck with just non-colored ones.

Here’s proof positive that you don’t have to shell out the big bucks for a standout eyebrow hold gel. In fact, this is a great dupe for a similar gel that costs more than five times as much. Plus, since it’s dual-sided with two different wands and can also be used as a clear mascara, you’re getting even more bang for your buck. The formula is a bit on the thinner side; however, we liked that this made the formula more buildable and allowed us to get the coverage we desired. There was never any residue, and it also enhanced the natural thickness of our eyebrows (albeit also weighed them down a bit, but that could be from adding on a few layers of product). Don’t be fooled by the name. This formula boasts a surprisingly light consistency, though is still extremely effective when it comes to keeping hairs in place; it’s both waterproof and transfer-proof, lasting up to 16 hours. Things to Consider Before Buying Brow Gel

Level of Hold

Yes, all gels are meant to hold your brows in place, but think of them as you would hairspray: Not all of them deliver the same amount of hold. For example, the Makeup By Mario Master Hold Brow Gel packs a medium to strong hold, while the Ami Cole Ultra-Flex Brow Shaping Gel has a much softer one. Consider how much you need based on what your brow hairs are like, advises Monika Blunder, celebrity makeup artist and founder of Monika Blunder Beauty. Do you just need a little bit of hold to keep them in place, or do you have more stubborn, unruly hairs that are going to require more to stay put?

“A lot of gels will be labeled with how strong the hold is," she says. "Those that are super strong tend to say things like ‘super hold,’ ‘brow freeze,’ or ‘extra control.'" If there’s no indication, you can brush a bit onto the back of your hand. Wait a few seconds and see how it dries down. “If it remains soft and waxy-feeling, it probably has a very light hold,” she explains. "If it dries down to a very dry, almost hair gel-like texture, it will be on the stronger side."

Brow Thickness

You can use a clear brow gel (like all of the ones featured on this list) to create the illusion of fuller brows simply by brushing them upward, notes Mellinger. Still, “if your brows are really thin and you want to add more volume, a tinted brow gel will really benefit you,” she says. The good news: Many of our winners, including the NYX The Brow Glue, also come in tinted variants.

Stickiness

An overly sticky formula is a tell-tale sign that the gel may leave your brows looking (and feeling) stiff and crunchy. “You want something tacky, but not sticky or gummy,” says Romero. To determine this, dab on a dime-size amount in between your fingers and rub continuously until it starts to dry. “If the product makes your fingers stick or starts turning into white flakes, the same will happen on your brow,” he explains. "If you feel the gel getting tacky but it still moves around, that’s a good indication that it’s the right viscosity."

How We Tested

Our PEOPLE Tested team spent a day testing 23 brow gels to determine which ones are worth buying. To start, we applied each brow gel onto one brow at a time, taking note of how well it initially set the hairs in place. Then we used a cosmetic spatula to press and shape the brow into the desired position. After letting the gel set, we once again assessed how well the gel held and how our eyebrows looked. For additional context, we also noted the shape and thickness of each brow, any current brow-grooming routines, and the testers' familiarity with the product category. Ultimately, we rated the products on a 1-5 scale in the following categories: feel, application, overall look, and performance.   “It absolutely can be,” says Blunder. “Use a strong hold gel and brush your brows up into place to make them look fuller, or layer a clear gel over a brow pencil that you use to fill in sparse spots.” Another option: Look for a brow gel with thickening fibers, or opt for a tinted one, both of which will create the illusion of fullness.

• How do you apply eyebrow gel?

  This depends on the final look you’re after. For a tamed and manicured effect, brush the gel upwards and out, in the shape that you’re trying to achieve, suggests Blunder. On the flip side, if you want a fluffy appearance, apply it backwards. “Brush the gel from the tail to the center, backwards, then brush them up and out in the shape you’re looking for," she advises. "This will coat the back of the brow hairs with product, making them fluffy and full-looking."

  Absolutely, although it should always be the final product you use. Apply any color products first — powders, pencils — then make the gel your top coat. “The gel acts as a sealer that will prevent the other products and color from moving around from the warmth of your body temperature,” explains Romero.
